Maybe it doesn’t matter whether the guy is cabinet level or not, which means that the priority was poorly thought out. Either way, the guy isn’t cabinet level now and seems pretty removed from such a position.

Half of this priority is “elevation,” suggesting that Obama should change the organization of the executive branch to MAKE the science advisor cabinet-level. As far as I can tell there has been no reorganization at all, so there was absolutely no elevation.

Therefore, I consider this priority to not have happened. At best only half of it happened, and that with an extreme compromise… but I’d tend to say it didn’t happen at all as the distinguishing features of cabinet level position—leading a division of the executive branch—just don’t apply to the position the guy was given.
